What to build

A message must never send the owner to a page that looks healthy. The landing verdict line currently reads Lane attention generally; it is narrowed to the same conditions the push reads, so the page and the push cannot disagree.

Acceptance criteria

The verdict line is computed from the same four conditions the notifier judges, sharing the judgement rather than re-deriving it.
Web tests cover the verdict line reflecting each of the four conditions, and the no-passes-yet case unchanged.
The two research branches this spec consumed are deleted now that it is implemented — neither was merged, deliberately, because charting should not land build artifacts.
No glossary additions: the filter names are names over facts the glossary already covers, and the completion column gets no entry because the glossary describes the system that exists.

Merged to spec-137 at e064a9e. DONE: overviewVerdict now shares latest.FaultsFrom with the notifier (stall, no-browser-route, sidecar-down, adapter-broken), counting faults not attention-lanes; sidecar-down counts once regardless of lane count; virgin state unchanged. Added BrowserBackedSites() export as the web-layer seam. Both research branches (research/completion-markers, research/htmx-series-list) verified unmerged and deleted locally+remotely. go test ./... green (8 pkgs). No concerns blocking.
